Newer versions of Kokkos interact badly with some MPI libraries, including those on CI machines. Revert to 4.0 by default for that, but allow easy upgrades to 4.7.02 with a script and a patch for the incompatibility between the two in kokkos-kernels.

Some small fixes related to compiling KHARMA under... adverse conditions.
Mostly needed for conda packaging -- most of these are currently applied as a patch when building the KHARMA conda package.
