This PR improves the rate limiting mechanism for the admin login page. It introduces a
RateLimitError(429) to properly signal rate limiting and updates the frontend to display the specific "Too many login attempts" error message to the user, instead of a generic "Invalid password". The backend logic was updated to use this new error class, and the frontend client was updated to handle the error response correctly.
