This PR improves the rate limiting mechanism for the admin login page. It introduces a RateLimitError (429) to properly signal rate limiting and updates the frontend to display the specific "Too many login attempts" error message to the user, instead of a generic "Invalid password". The backend logic was updated to use this new error class, and the frontend client was updated to handle the error response correctly. Integration tests were updated to verify the 429 status code.
