CI fails due to wrong bazel invocation ignoring `.bazelversion` file at all. Replace archived `bazelbuild/setup-bazelisk` to new `bazel-contrib/setup-bazel`. Change-Id: I2061654e97cde38436b13da7a46a0b6c6c5732d5 Signed-off-by: Sebastian Birunt <sebastian.birunt@arm.com>
