Kernel Squad EM Cycle — 2026-03-31T07:37Z

Health: YELLOW

What changed

Escalation

#1473 escalated to director (ageRuns=2, threshold=2).
no-governance-self-modification invariant pattern .agentguard/** is too broad — it fires on .agentguard/squads/** which is EM runtime coordination state, not governance config. Fix: add .agentguard/squads/** exemption to OPERATIONAL_STATE_PATTERNS in packages/invariants/src/definitions.ts (same fix class as prior #1427 persona.env exemption).

Sprint KE-9

PR Queue

0 kernel-authored PRs. Dependabot PRs #1484#1491 confirmed merged (visible in origin/main).

Tests

4693/4693 passing — stable.

… KE-9 design-phase check

- #1473 blocker reached ageRuns=2, escalated to director
(no-governance-self-modification too broad, blocks .agentguard/squads/** writes)
- Sprint #1384 and #1385 remain design-phase after 2 cycles — added next-action nudges
- 0 kernel PRs in flight; Dependabot PRs #1484-#1491 confirmed resolved (merged via origin/main)
- Tests stable 4693/4693; swarm P0 alerts #1431/#1452 noted but not kernel-owned
- Note: #1177 (github.pr.* policy gap) flagged for kernel evaluation
