Updates the pinned pandas version in pyproject.toml for
[rds]from"pandas>=2.0.0,<2.2.0"to"pandas==3.0.0".This brings us up to date with the current Pandas release from 1/21/2026:

Note that Pandas 2.2.0 (the ceiling on the current version pin) is over two years old, released 1/19/2024:
