Clean up the pcm converter build file by building iir and dynamic resamplers separately in their own build files, so that they no longer need to be linked in the pcm_mf_cnv build file. Signed-off-by: Annemarie Porter <quic_annemari@quicinc.com>

Sends NULL attributes to posal_thread_create, which will create a thread with default attributes. This fixes an issue in posal_thread_launch on the RB3 Gen2 device that rejects the thread launch because of permission issues. Signed-off-by: Annemarie Porter <quic_annemari@quicinc.com>
