This is compiled for ARM instruction. I think we should place this libirr_resampler.a under bin/arm

Add the pcm converter module, which can be used to convert the properties of a pcm stream. Also adds the dependencies of the pcm_cnv module, including a
channel mixer module, multi-stage iir filter module, as well as iir and dynamic resamplers, which are
included as binaries.
