after #4103 makes it to production, we can merge this PR. We cannot do it before because if revert from the level containing #4103 to the level just before, we need the old level to be able to understand new data that was written.

Since https://github.com/Azure/ARO-HCP/pull/4003/changes merged and once
it gets to prod, we can start using the data for our queries instead of
the lower level information. This gives us a standardized place for
retrieval and makes some future changes easier.
