This PR introduces the following to backend:

  • Adds the Maestro library
  • Introduces the Maestro client and related constructors
  • Adds the Hypershift library and has a placeholder referencing it to keep it in go.mod

The libraries and the Maestro client will be used in follow-up PRs that will interact with Maestro and reference Hypershift related custom resources.

We add a Maestro client interface that allows you to interact
with the Maestro API.
