This PR provides a solution to the second project:
"Build a CSV Data Processor that Reads & Filters Data (Friday, 9th May, 2025)"
✅ What's Included:
Created a dedicated module/folder for the filtering logic.
Implemented filtering capability that reads input CSV, applies specified filters, and outputs the result in a new CSV file
Used the csv and serde crates for parsing and serialization.
Added a separate README.md inside the filtering functionality folder for module-specific documentation.
