I've added a custom "Milestones" plugin for Chart JS, there's probably some additional refinement thats needed to merge this PR, but it may be a good start
Using this reference from the issue #155:
I've gonna ahead an added a chart js annotation, along with a custom milestone tooltip to display additional information when you hover over the "milestone".
