Updating black to 26.1.0 and re-running it

Updating to latest version of black.

Important

Merging this PR will require all existing PRs to run pip -r requirement-dev.txt and black again.

Summary/Motivation:

It's been 2 years since we updated the version of black we are using. Seems like time to do it.

Changes proposed in this PR:

• update version, still pinned, in requirements-dev.txt
• re-running new version across all files.
