create a placeholder liscense file
replace the liscense with the actual one since this one was already made, it is just a pure copy-paste
transfer the readme from the main branch
capitalize readme and move to .github
transfer funding from main
so, these 3 parts already existed, just not formated normally (README wasn't capitalized), and 2 of them could be moved into .github that's what this does
this brings in the parts that where already made
