add in the rest of the special files, and my own special file

My own invention:
the .transfer folder, see the .transfer file for details

special repository files:

this will contain new things for the .github folder, as opposed to just centralizing existing things
the .transfer file, description contained inside
the addition to the .gitignore to ignore the contents of /transfer
This folder is to allow easy transfer between branches
what that means is anything put in this folder will be ignored (the path is in the .gitignore), allowing it to stay unchanged when you switch branches in the desktop app (good if you make something and decide it should be on another branch)

However, anything in this folder via github.com stays, as well as stuff commited before the addition to the .gitignore
created a simple security.md

alter as needed
this is for makeing the issue templaters
security files are kinda ambiguous, alter this as needed
bring in security file to integrate with issues
something was wrong with the suggesttion
Add in issue templates for both sugestions and bug reports, as well as a blank "config" file
