Add nearest_neighbor_TMP

This PR adds a nearest_neighbor_TMP function that lets you easily look up the 'nearest neighbor' grid squares for any location on the TEMPEST grid:

> library(compasstools)
> nearest_neighbor_TMP("C2")
[1] "B1" "C1" "D1" "B2" "C2" "D2" "B3" "C3" "D3"
> nearest_neighbor_TMP("A1") # returns four squares (others are out)
[1] "A1" "B1" "A2" "B2"

The example code also shows how to do this for many locations, e.g. where you're trying to match TEROS sensors to tree locations.

> grid_map <- lapply(locations, function(x) data.frame(location = x, neighbor = nearest_neighbor_TMP(x)))
