Switched to run.pl for execution without grid. Make branch merge-ready.

I created a recipe for the roger database from the blizzard challange 2008. I tried to be consistent with your coding style. I also added the support to be used with a grid engine, in roger and slt_arctic recipe. I'm not able to test if the code is working when run locally through run.pl command because I don't have a CUDA gpu locally. Please test that. However, I've tested everything on our grid engine. The code relies on properly installed festival at merlin/tools/, but that is noted in the README.md.
