Improved test coverage for CarouselService.create_carousel_tiles by adding a test case for invalid num_tiles. The new test verifies that a ValueError is correctly raised with the expected error message when num_tiles is less than 3 or greater than 5.

Added `test_create_carousel_tiles_invalid_num_tiles` to `tests/test_carousel_mock.py`
to verify that `ValueError` is raised when `num_tiles` is outside the range [3, 5].
This improves test coverage for input validation in the carousel tile creation service.
