Adding migration process equivalent to Stock Synthesis 3

Adds the process MigrationSS3 which allows migration to occur. Unit test included.

Hi @Zaita, just getting around to this now (apologies, I was on holiday when you sent this). Can I double check if the user manual will scrape text for the section automatically from somewhere, or if I just edit the LaTeX file Population.tex directly? Either way this will just take me a few minutes, will do it when I hear from you.

@SamikDatta No. It only scrapes the constructor for parameters to build the syntax section.

@SamikDatta Updating this. The documentation is no longer automatically generated. This has been removed in favour of updating the documentation manually as it was creating more issues than it solved. Please note your change will need to be reviewed against the v25.06 that is being released this week.
