1. Fixed loading of cedar libraries.

@nsemets Could you rebase this on main please so I can merge it to a hotfix branch? Critical-priority tickets should always target main. I made a hotfix/25.4.3 branch that you can point the PR to.

@brianjgeiger I couldn’t reproduce the issue locally, so I need to merge it into staging3 to confirm whether the fix actually works.

I'll put it on staging1 once it's merged into the hotfix branch. But because it's a critical priority issue, we need to get it out to production faster than we'd be able to do by putting it into the feature branch.
