Also centralized the web socket message parsing in api.js file. These changes are backwards compatible with older PVWS versions so PV Info can be safely updated without updating PVWS.
There is a new env variable
PVWS_TREAT_BYTE_ARRAY_AS_STRINGwhich is the same as this option in phoebus https://control-system-studio.readthedocs.io/en/latest/preference_properties.html#pvtableFixes #111
