Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [ethereum-waffle](https://github.com/EthWorks/Waffle) and [solidity-coverage](https://github.com/sc-forks/solidity-coverage). These dependencies need to be updated together.
