I have added some information about voting on a proposal to change the DAO's settings. The summary is that a vote on such a proposal could affect the outcome of other active proposals. See my latest commit for details.

This CHIP is now Stagnant due to it having been inactive for six months. It may be reopened in Draft status at any time.
