Introduces the CCI Case Request Filer, a guided way to submit requests to the contributor copyright investigations noticeboard. It is intended to run as a standalone module, loaded only when required (i.e. on the CCI page itself), and is targeted towards users who don't frequent the field.
This module requires new Dispatch endpoints:
/v1/user/deleted-pages/v1/user/deleted-revisions/v1/user/largest-edits/v1/user/search-talkNOTE: Other improvements and code quality changes are performed in this PR. They are unfortunately nearly inseparable even when cherry-picking.
