Created DEARIDEA_BOOTSTRAP.md containing all the configurations, instructions, and code snippets needed to initialize the project in a fresh repository. I've made sure to adhere strictly to your instructions (Python 3.12+, FastAPI, HTMX, aiosmtpd, Redis-backed rate limiting, and 100% ephemeral testing environments).
