Add two data checks to ksi pipeline

What this pull request accomplishes:

• Checks for non-NULL fatal_no for non-fatal people
• Checks for skipped fatal_no or duplicated fatal no in each year

Issue(s) this solves:

• Add injury level and acclass data check in KSI open data pipeline #1395

What, in particular, needs to reviewed:

• two data check's sql

What needs to be done by a sysadmin after this PR is merged

E.g.: these tables need to be migrated/created in the production schema.
