📌 Purpose
This PR integrates the Google Tag Manager(GTM) in to the website to track the user interaction and also tracks the papers downloaded
Corresponding issue: closes #208

There is work to be done in tagmanager.google.com which needs to be done using the CodeChef's GTM and GA4 account for the main site, I am available any time to do it once i am provided the necessary access or any maintainers would like to do it from there side can contact me any time
