Description
Add the new ADD-OR-UPDATE operation to the CLI tool. The operation will create a new configuration if the configuration with specified name does not exist (similar to ADD operation) or update the existing configuration (similar to UPDATE operation).
Motivation and Context
ADD-OR-UPDATE operation may be useful for scripting applications.
