Add ability to load gdal ISIS metadata, based on unrealsed version of GDAL 3.12.0

This PR will need to wait until that version of GDAL is released.

Is it worth adding tests? Also needs a changelog.

Yes, I can add some tests now that 3.12 is publicly available
