* update is preferred over install if there's no package lock. * --dev flag is deprecated (and default) * * --no-dev should be used for live deployment instead.
It's the most recent distro which still supports 5.5.

Fixes deprecations in the before_script.
Explicitly set the distro version, since the default lacks support for php 5.5.
Increase maximum tested version to 7.3, instead of 7.1
