What does this PR do?

Adds AGENTS.md file to provide guidance for AI coding assistants working with this repository. CLAUDE.md simply points to this file.

Motivation

What inspired you to submit this pull request?

AI tools benefit from repository-specific context. This file provides a concise reference for file headers, commit conventions, test commands, project structure, and architecture patterns - without duplicating info already present in other documentation and .md files.
