This adds Apple Silicon support for the openssl3 dependency. It pulls in the change upstream from chef/omnibus-software.
This is part of an effort for me to extract mergeable changes out of this original PR I posted in datadog-agent: DataDog/datadog-agent#18173
(Note: the upstream version also had this flag set, but that dates back to this PR and it was potentially just needed for older OpenSSL 1.x builds as well. To just support Apple Silicon in the future I imagine it's sufficient to only support openssl3 and not 1.x.
