Users can't directly create this value, but it represents an expression that can't return a value. This was added in preparation of optimizing the `if-then-else` statement.
Also adds tests to make sure it works.
This version now only uses 3 macros.

Some optimizations I created while updating the driver API.
Mostly reducing the number of macro expansions needed when running the unit tests.
