Add three design documents for global ocean init for E3SM

This PR adds three design documents that describe:

• Creating a global ocean initial condition
• Creating steps for dynamic adjustment to dissipate fast waves
• Creating files needed for running MPAS-Ocean, Omega and MPAS-Seaice within E3SM

Checklist

• Developer's Guide has been updated
• Documentation has been built locally and changes look as expected

@katsmith133, could you please review these 3 design documents? Likely, the first thing would be for you to give them a quick cursory look. Then, we can meet and discuss. Then, you can have a more thorough look for obvious problems.

Then, these could provide the basis for dividing up this work between us (and Codex or other Copilot tools).

Codex wrote most of this. I reviewed and revised it. But, damn, it thought of a bunch of things I wouldn't have realized for awhile! And it figured out what I wanted with some pretty lazy prompting!
