The yarn.list apt source in the base image is stale and causes feature installation to fail. Using a Dockerfile that removes it before features install (same fix as EmeaAppGbb/spec2cloud#27). Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

The base image has a stale yarn.list apt source that causes feature installation to fail during devcontainer build. Adds a Dockerfile that removes it before features install. Same fix as EmeaAppGbb/spec2cloud#27.
