For the steam limit the numbers (to my best of knowledge) are like you said. 50 per hour, with a few exceptions. You only have a leeway of 10 failed attempts. Say there's 50 keys on your list and by key 29, 10 of those were for games you already owned. You will be out of attempts for one more hour.
