Try running npm init to create a package.json file with your node js dependencies.
Then run npm install harp which will add harp as a dependency to your project.
Instead of ./_harp/node_modules/harp/bin/harp, node.js has an easy way to run any npm (node package manager) dependency, with just npx harp it will find the proper binary for you.
