Implements the UseItemOnBlockEvent.
However, the event also has a phase that involves
onItemUseFirst, which would most likely force eitherentityto depend onitem, the other way around, or a whole new module entirely. Due to wanting Porting Lib's modules to not be dependent on each other, this very likely needs some thinking before being merged. The javadoc is partially not updated because of this implementation detail.
