Description
The side-panels on the sensor page take vertical space when they are closed. This makes the new features (upload, forecasting) hard to find.
This PR attempts to stop them use vertical space only when they are opened.
Still a draft. Will post before-and-after later.
To test, we should also look a the asset properties page (although that is still easy enough to use).
