Added fallback for fileextensions that are not found in DummyResources. Default is .jpg
This way the ./flow resource:publish command does not exit with an error if a system has exotic file types in the database.
The old behaviour (an error if dummy does not exist) can be activated again by changing the fallbackFileExtension in settings to an empty string.
