Energy, non-energy, and shipping emissions are piped through HEMCO instead of being directly pulled in by GOCART to enable to the use of features available through HEMCO such as diurnal and day of week scaling. The default does not use any scaling factors and is within the uncertainty range but not exactly zero diff. An alternate config file was added for those that want to test diurnal and day of week scaling. This PR must be taken alongside PR #355 in GOCART (GEOS-ESM/GOCART#335) to ensure emissions are not double counted.
