This is the v12 equivalent of #1198 by @atrayano. Per #1198

This PR fixes a memory leak caused by wrongly passing a filename to MAPL_read_bundle instead of a file template. Then MAPL cannot properly close the netCDF after done reading it.

This PR needs MAPL v2.65.0. Otherwise, there will be run-time failures due to improper formatting issues of pFlogger

NOTE: GEOSgcm feature/sdrabenh/gcm_v12 does now have MAPL v2.65.0 as I just merged in GEOS-ESM/GEOSgcm#1025 after @sdrabenh tagged GCMv12-rc23
