Update env and cmake versions to match v12 GCM

Update versions of env and cmake to match those of the v12 GCM.

Changes are roundoff (not 0-diff).

To do:

• Finalize versions of env & cmake to match those of the official release of the v12 GCM.
• Re-test and verify that differences are within roundoff.

Note to @gmao-rreichle: I am currently building up a new Baselibs everywhere for ifx and Athena-at-NAS support. But it should be zero-diff when I get it ready and shouldn't change the answers compared to the tags here. (But I can't make a new ESMA_env until it's built everywhere!)

Let me know if you want specifics on the differences in ESMA_env and ESMA_cmake for changelogs/documentation.

Thanks, @mathomp4. I should have put this PR into "draft" mode. We'll wait until the v12 GCM is ready, and we'll take whatever the v12 GCM offers in terms of env & cmake. So if your new baselines will be used in the v12 GCM, we'll use them in GEOSldas. If the v12 GCM will use existing baselibs but you think it makes sense to update to your new baselibs, we can also do that. In any case, this will all be after the holidays.
