• ensure python 3.12 in all configs
• migrate to serverless V4
• DEV deploy/remove
• update pyproject.toml to PEP508
• update to latest nzshm-common
• remove nzshm-model dependency and unused schema/resolvers/tests
• add audit step to tox
• update release workflow to actually publish docs on tag
• configure CI/CD for latest args
• add package.json version to bump2version cfg
