WIP: automake on msys2 by appveyor

• fixed build problems similar to patches from https://github.com/msys2/MINGW-packages/tree/master/mingw-w64-aspell, unclear if really all of the patches are needed

• need to be checked which of the patches could be incorporated to the base here

@kevina Yes, just want to test the behaviour of mingw64 builds on circle ci compared to appveyor msys2 and "normal" gcc builds.

What is the purpose of that? How many files will need to be modified? Would changing getext.h (the only file that includes libintl.h) work?
