The previous PR used staging cert for prod (by mistake). It did not break the login since for un-signed saml request, the public cert is just a placeholder, any value will work.
Now the new cert has been added on login.gov prod, new private key has been added to cg env, we have to use the correct public certificate, not a placeholder value.
