Add sync-maintainers workflow

Add a GitHub Actions workflow that automatically syncs CODEOWNERS and the README Maintainers section when collaborators are added or removed.

Triggers:

• member event (collaborator added/removed) — uses event payload, no PAT needed
• workflow_dispatch — manual trigger, attempts to list collaborators via API

When a collaborator is added: creates/updates CODEOWNERS and adds them to README Maintainers section.
When a collaborator is removed: removes them. If only the owner remains, cleans up both files.
