In some cases users may want to run vrtpktgen in a containerized environment. This would be helpful for CI/CD systems or environments where a modern Python stack isn't readily available. Add a Dockerfile and instructions on how to build a Docker container that wraps vrtpktgen. Signed-off-by: John Moon <john.moon@vts-i.com>
