Restarting goals:

• Integration tests for commands startup, emphasizing what is and isn't triggered in application initialization and configuration.
• Have all rails commands work the same on decko/card (is their equiv. of namespaced rails commands? X_command.rb, right?)
• Have all rake commands work the same except task names (namespaced).
• Ouside of RAILS_ROOT, need decko for decko new. Define exe/card in decko ?
• In other words make decko and card into pure extensions of rails, just like rake, rspec, cucumber. Keep all commands stuff with decko, if card(io) related, put in decko/lib/card/X
