Added memory cache for logging backend status
- Extended GitHub Actions workflow to support multi-platform Docker builds. - Updated `.sln` file to include workflow configuration. - Added logic to handle Docker image name, metadata extraction, digest export, and multi-architecture manifest creation. - Enabled signing of Docker images for additional security.
