set_multiqueue: Handle NICs on node "-1" as if they are on a node containing all CPUs on the machine

Also fixes a bug where set_irq_range_idpf was not returning the next value of bind_cores_index, which would impact platforms with multiple IDPF devices on the same NUMA node.
